Craig Martin, President & Co-Founder

Mr. Martin is the President and co-founder of the firm. His daily responsibility include overseeing project scheduling and operations, as well as serving as a point of contact for clients regarding contract and quality control issues. He works as the Principal-in-Charge for a number of on-going term contracts and on-call agreements, ensuring that firm resources and staffing allocations are sufficient to service each client.

In addition, he manages the business development functions, building and maintaining client relationships, investigating new market opportunities and enacting a strategy for growth while maintaining the highest standards of quality service and responsiveness.

William C. LaBaugh, III, P.E.

Mr. LaBaugh is a licensed, professional engineer with a long history in transportation planning and design for DOT projects. With more than 35 years of experience and an understanding of all aspects of construction and utility projects Mr. LaBaugh brings a careful eye to the review of drawings, and engineering certification for subsurface utility locating and designating projects as required. His role in quality control and review includes work on several Accumark projects, including roadway improvements, utility corridors, water/wastewater facilities and land development.

Van A. Singer, P.E.

Mr. Singer has more than 23 years experience in subsurface utility engineering (SUE) and utility design engineering. Immediately following his engineering education he began working in the new field of SUE. During his first employment he learned the techniques used in underground utility locating and mapping, as well as, the process of air/ vacuum utility test holes. With that firm he helped to develop and implement standard procedures that are now part of CI/ASCE Standard 38-02, Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data.

Soon after he became involved with existing utility impact analysis and utility relocations design on urban infrastructure projects, such as Baltimore's Light Rail System, Oriole Park, Raven's Stadium, WMATA Subway and transportation projects. Mr. Singer's career has included a long history of leadership in the industry, and he continues to serve clients on SUE projects across the mid-Atlantic region, including urban renewal, military base realignment and transportation projects.

Daniel W. Clatterbuck, Director of Operations

Mr. Clatterbuck oversees the daily field operations for Accumark. He brings strong teamwork, problem solving and leadership skills to Accumark that were developed during his seven years working as a Pit Crew Member for a Sprint Cup Race Team.

He ensures that the client gets a quality product delivery in an efficient and timely manner. Some of his accomplishments while working for Accumark are MACP and PACP Certification (Certification Number U-309-7520), VDOT Work Zone Traffic Control Training, GSSI Ground Penetrating Radar Certification, CPR and First Aid Certification. He also successfully completed the Staken University Utility Locating Certification Program and is a Member of Nassco.

Kevin Parker, Senior Project Manager

Kevin Parker is an accomplished Technician and Project Manager with extensive experience providing utility locating, designating and subsurface utility locations exhibit for state agencies, municipalities and private clients. His experience as a Project/Program Manager has given him a thorough understanding of client needs, contract administration, project tracking and documenting.

A veteran of the industry, Mr. Parker brings added value to every contract by relating current events and issues in the utility locating and damage prevention industry directly back to the client, serving as a resource for utility owners regarding changes or additions to utility policies and regulations.

Mike Schwartz, Senior Project Manager

Mr. Schwartz brings strong teamwork and leadership skills through his ten years of experience in the subsurface utility engineering industry. He is responsible for scheduling jobs, organizing crews for projects, and dealing with permits and bonds for municipality test hole projects. He also helps resolve any conflicts on projects, as well as assisting in the QA and QC of designating and locating projects

Mr. Schwartz has been through GSSI training for GPR, and has also been certified to use the Mala concrete scanner. He is also VDOT certified for traffic control. Mr. Schwartz is dedicated to efficiency and professionalism, and has developed his skills through hard work and discipline.

Jessica R. Borsits, Marketing Director

Ms. Borsits brings a background of more than 14 years of experience in marketing and business development for the construction, engineering and architecture industry. Her experience includes marketing strategies for federal agency procurement, state capital outlay and maintenance project and private market development. Additionally, she provides assistance with business development and strategic planning, helping the firm reach new markets and develop and maintain client relationships.
